James Luo

James Luo is the Regulatory Affairs Specialist at Mastracare with 10 years of experience in international cosmetic regulatory compliance for OEM brands exporting to China, Europe, and North America. He manages NMPA special cosmetic registration and IECIC new ingredient notification, EU Regulation EC 1223/2009 CPNP submission and Annex compliance, and MoCRA facility registration for US market entry. James advises OEM clients on active ingredient concentration limits across regulatory jurisdictions, prohibited and restricted ingredient management, and safety assessment dossier preparation for cross-market product launches.
